PUD Members, Associate Members, Allied Organizations, and Invited Guests

In 1936, ninety years ago, 34 public utility district commissioners gathered at the Grange headquarters in Seattle to form a trade association. Their mission was simple yet powerful: work cooperatively to establish new PUDs and bring locally controlled utility services to communities across Washington. From that meeting, the Washington Public Utility Commissioners Association (WPUCA) was born, making it the first association of public utilities in the United States. 

Years later, the Association began researching and lobbying on the problems of PUDs already in operation. The Association helped PUDs band together to purchase insurance at low rates and to conduct joint labor negotiations. In 1952, the Association’s name was changed to Washington Public Utility District Association (WPUDA) and its focus expanded to include advocacy, training, and information sharing with the goal of working together so that every PUD could succeed.

Today, the Washington PUD Association proudly carries forward the mission established 90 years ago. Through cooperation, shared purpose, and a commitment to the communities we serve, PUDs continue to thrive.

The 2026 WPUDA Annual Conference celebrates these 90 years of strength through unity. Together let us reflect on our history, explore the opportunities and challenges ahead, and renew our commitment to the success of every PUD in Washington.
