2025 ISSUE PAPERSMunicipal Water Law & Policy Issues - This document provides information on water availability challenges facing Washington State. The state is growing, and despite the passage of historic housing legislation in the last two years to meet the increased demand for housing and infrastructure, the legislature has not adequately addressed the state's water supply needs. Approximately 70 municipal water providers will need additional water supply within the next 10 years. Support WPUDA's budget request for funding to support utility relocates associated with fish culvert repair projects during the 2025-2027 biennium. Support for the Public Works Assistance Account- WPUDA urges the legislature to support PUD infrastructure funding by appropriating $400 million in the Capital Budget for the Public Works Assistance Account and ensuring funding in the Account is protected for its intended purpose. Support Public Broadband Deployment- WPUDA urges the legislature to fulfill their commitment to fully fund the 25% required match for public entity BEAD (Broadband, Equity, Access, Deployment) subgrantees to maximize the benefit of the federal dollars coming to Washington State for deployment of broadband to unserved and underserved areas. Improving Grid Reliability During Washington's Transition to a Clean Energy Grid- Modify requirements to reflect unprecedented load growth projections. Investing in Local Grid Resiliency and Clean Energy Projects- Providing an alternative compliance mechanism for the Energy Independence Act's Renewable Energy Mandate to support reliability/resiliency investments in local utility distribution systems.
